We are hiring: Could you be the new External Evaluator for the CREATE project?

In the framework of the CREATE project co-funded by the European Commission and implemented by Faros (Greece and Coordinator), Glossomatheia (Greece), Generation for Change (Cyprus), Dedalus Cooperativa (Italy), Oxfam Italy, Open Cultural Centre (Spain), and French Red Cross (France), we are seeking an External Evaluator to conduct an assessment of the project’s results and impact.

The objective of the CREATE project is to create novel and inventive second language materials tailored for refugee and migrant children and youth aged 15-21. These materials will be specifically designed for Greek and English learners, with adaptations available in French, Spanish, and Italian. As a direct outcome of this initiative, 600 children will undergo second language training and attain proficiency certificates at levels A1 and A2.

Tasks & Methodology

  • Evaluation Plan: Develop a detailed evaluation plan outlining the methodologies, data collection techniques, and evaluation criteria to be employed throughout the assessment process.
  • Desk Study and Analysis: Conduct a comprehensive review of the teaching methodology and materials developed within the project. Analyse both internal and external tests administered to students to evaluate the effectiveness of the language learning program.
  • Interviews and Questionnaires: Engage in interviews with teachers and students to gather insights into the program’s impact. Develop questionnaires to assess language proficiency and measure the intervention’s broader impact on participants.
  • Internal Monitoring Review: Review internal monitoring reports conducted by project partners to assess project progress against predefined indicators.
  • Interim Evaluation Report: Draft and submit an interim evaluation report providing preliminary findings, insights, and recommendations based on the evaluation conducted thus far.
  • Final Evaluation Report: Prepare and submit a comprehensive final evaluation report consolidating all findings, analysis, and recommendations. The report should assess the project’s relevance, effectiveness, and impact against predefined criteria.
  • Participation in two transnational meetings (Athens and Naples) and travel to places where the language learning will take place (Athens, Cyprus, Florence, Barcelona and Paris) over the life span of the project (30 months).

Evaluation criteria

The evaluation of the project will be based on the following criteria:

  • Relevance: Assess the extent to which the project objectives align with the identified needs and priorities of the target beneficiaries and stakeholders.
  • Effectiveness: Evaluate the degree to which the project has achieved its stated objectives and delivered the intended outputs and outcomes.
  • Impact: Measure the broader impact of the intervention on the target beneficiaries, including any positive changes or improvements in their language proficiency, socio-economic status, and overall well-being.
    The External Evaluator will work closely with project partners and stakeholders to ensure a thorough and impartial assessment of the CREATE project. The evaluation findings will inform future programming and decision-making processes.
